Overview of Primary One Admission (POA)

Primary 1 places in Hong Kong's government and aided schools are allocated through the Primary One Admission System administered by the Education Bureau (EDB). The system operates in two stages: Discretionary Places and Central Allocation, ensuring every eligible child receives a school place.

Under the POA system, approximately 50% of places are allocated through Discretionary Places, with the remaining 50% through Central Allocation.

Stage 1: Discretionary Places

Parents may apply directly to one preferred school regardless of school net. This stage is not restricted by residence location.

Scoring Criteria

The EDB uses a points system for Discretionary Places:

Category Criteria Points
Category A (Guaranteed) Sibling studying at school or parent employed there Guaranteed admission
Category B (Points) Parent is school alumnus 10 points
Sibling is school alumnus 5 points
Parent is member of school's sponsoring body 5 points
First child of the family 5 points
