Understanding Kindergarten Quality Review Reports: A Parent's Guide

What is a Quality Review Report?

A Quality Review (QR) report is an official document published by the Education Bureau (EDB) after conducting an independent assessment of a kindergarten. Based on the Kindergarten Education Curriculum Guide (2017) and the Performance Indicators (Kindergartens) framework, review teams conduct school visits to comprehensively evaluate school operations and teaching quality.

These reports are publicly available on the EDB Quality Review Reports website.

The Four Assessment Domains

The EDB evaluates kindergartens across four domains based on the Performance Indicators (Kindergartens):

1. Management and Organisation

Assesses governance structure, policy planning, resource management, and teacher professional development:

  • Effectiveness of school management committee oversight
  • Forward-looking development planning
  • Teacher training and professional development opportunities

2. Learning and Teaching

Evaluates curriculum design, teaching strategies, and learning assessment. This is the most relevant section for parents:

  • Whether curriculum covers all six learning areas
  • Diversity and engagement of teaching activities
  • Reasonableness of homework load

3. School Culture and Support for Children

Reviews school atmosphere, home-school cooperation, and support for children with special needs:

  • Teacher-student relationships
  • Communication channels with parents
  • Support measures for non-Chinese speaking or SEN students

4. Children's Development

Observes children's overall performance in cognitive, physical, and social-emotional development.

How to Interpret Report Comments

Reports use descriptive comments rather than grades. Look for these key phrases:

Positive Comments Neutral/Needs Improvement
"Highly effective", "Excellent performance" "Room for improvement", "Needs strengthening"
"Well-planned", "Effective strategies" "Requires further review", "Needs attention"
"Harmonious atmosphere", "Appropriate care" "Improvement recommended", "To be enhanced"

Limitations of Reports

Keep these points in mind:

  1. Timeliness: Reports reflect conditions at the time of review; schools may have improved since
  2. Review cycle: Schools are reviewed approximately every 5-6 years
  3. Reference only: Reports are one factor in school selection; combine with school visits

Practical Tips

  1. Read the summary first: The overall evaluation at the beginning provides a quick overview
  2. Focus on key domains: "Learning and Teaching" and "Children's Development" are most relevant to daily learning
  3. Note improvement areas: Identify where the school needs enhancement
  4. Compare multiple schools: Review reports from shortlisted schools to identify strengths and weaknesses
