Kindergarten admissions in Hong Kong are regulated by the Education Bureau (EDB) under the Kindergarten Education Scheme. According to the Kindergarten Administration Guide and annual EDB circulars, participating kindergartens must follow standardised admission arrangements.

The K1 admission timeline for 2026/27 is based on EDB Circular No. 9/2025: "Admission Arrangements for Nursery Classes of Kindergartens for the 2026/27 School Year".

Official Timeline

Kindergarten Education Scheme Schools

Kindergartens participating in the Free Quality Kindergarten Education Scheme must adhere to the following schedule:

Key Policy Regulations

Application Fee Cap

According to EDB regulations, scheme kindergartens:

  • Application fee capped at HK$40
  • No other application charges permitted
  • No fee for obtaining application forms

Admission Letter Requirements

Admission letters issued by schools must state:

  • Registration date and time
  • Registration fee amount (half-day max $970, whole-day max $1,570)
  • Refund arrangements for registration fee

Unified Registration Dates

The EDB establishes a "Centralised Application" period allowing parents who did not secure places at preferred schools a second chance. Students already registered may apply for registration fee refunds during the designated period if transferring schools.

Required Documents

According to the Kindergarten Administration Guide, standard application documents include:

  1. Completed application form
  2. Copy of child's birth certificate
  3. Recent photo of child (typically passport size)
  4. Copy of parents' or guardian's ID documents
  5. Proof of address (if applicable)

Note: Schools may not request children's learning portfolios, awards certificates, or evidence of interview class attendance.
