Kindergarten vs Nursery in Hong Kong: Understanding PN, K1-K3

What's the Difference Between Kindergarten and Nursery?

In Hong Kong, "kindergarten" and "nursery" are distinct services regulated by different government departments.

Regulatory Bodies and Target Age

Type Regulator Age Group Focus
Kindergarten Education Bureau 3-6 years Education
Child Care Centre Social Welfare Dept 0-3 years Care

According to the Education Bureau, kindergartens provide education for children aged 3 to 6. Child care centres (including nurseries) are regulated by the Social Welfare Department for children aged 0 to 3.

Class Levels Explained

PN Class (Pre-Nursery)

  • Age: From 2 years old
  • Nature: Pre-school class run by kindergartens
  • Note: Prepares children for K1; often gives priority for K1 admission
  • Fee: Not covered by Free Quality Kindergarten Education Scheme

K1 (Nursery Class)

  • Age: Must be 2 years 8 months by school year start
  • Regulator: Education Bureau
  • Fee: Free at scheme-participating kindergartens

K2 (Lower Class) & K3 (Upper Class)

  • Age: K2 is 4-5 years; K3 is 5-6 years
  • Content: Progressive curriculum; K3 prepares for primary school

Age Requirements for 2026/27 School Year

Per Education Bureau requirements, K1 children must turn 2 years 8 months by September 1:

Class Birth Date for Sep 2026 Entry
PN Around 2024 (varies by school)
K1 Dec 2, 2022 – Jan 1, 2024
K2 Sep 2021 – Dec 2022
K3 Sep 2020 – Aug 2021

Should Your Child Attend PN Class?

Consider PN class if:

  • Target school has PN with K1 admission advantage
  • Child is sociable and ready for group settings
  • Family needs childcare support

PN may not be necessary if:

  • Child is sensitive; can wait until K1
  • Budget is a concern (PN requires tuition fees)
  • No suitable PN class nearby

Common Misconceptions

"Without PN, you can't get into good schools?" False. K1 is the official entry point. PN experience is not required for K1 applications.

"Nursery and PN class are the same?" No. Nurseries are SWD-regulated care services for ages 0-3. PN classes are pre-school programs run by kindergartens.
